Progressive Decentralization

Decentralization is phased because governance quality matters more than governance speed.

Phase 1 (months 4-6 post-TGE). Insurance pools, disputes, and claims go live on-chain. Foundation multisig controls upgrades. Emergency pause capability exists.

Phase 2 (months 7-9 post-TGE). Token-holder voting activates for non-critical parameters. Community can submit governance proposals.

Phase 3 (months 10-12 post-TGE). Foundation veto authority sunset planning begins. Full DAO control is the target end-state, with all protocol parameters governed by token holders.
