Token-Holder Governance
The target model gives token holders direct control over the protocol across two layers. Protocol parameters and upgrades are governed by the on-chain Governor described below. Treasury allocation and token minting are governed by MetaDAO futarchy on Solana. The parameters below describe the on-chain Governor.

Parameters governed by the on-chain Governor include fee percentages, spread configuration, staking and slashing rules, transaction volume limits, smart contract upgrades, and token whitelisting. Treasury allocation and token minting are governed separately by MetaDAO futarchy on Solana.
